Chief Secretary Go-Assam

Dr Kota joined as 51st Chief Secretary, Assam. He is the overall administrative head of the State Government. As Secretary of the State Cabinet, he is responsible for policy formulation, and execution of Government priorities under the overall guidance of the State Cabinet and Chief Minister of Assam. 

Joined in Indian Administrative Service in 1993, Dr. Kota, a gold medalist in Ph.D in Agronomy, brings with him 32 years of government leadership experience at all four levels- District, Provincial, Federal and External/International- from cutting edge level execution of developmental work to the senior policy level in varied sectors from food and agriculture, human resources, urban infra to internal security with main focus being public finance, fiscal practices and macro-economic policies.
Before this, Dr. Kota was in Washington DC USA for three years. He represented Ministry of Finance, Government of India, as Minister (Economic) in Indian Embassy. Dealt with finance, monetary and investment matters of India- US bilateral importance during and post periods of Covid, Trump- Biden administration transition and swiftly changed geopolitics. Supported the Mission foster deeper engagement of Us-India India economic partnership as well as with global market for enhanced investments in India. Intensely engaged with US officials and clean energy industry as part of the US-India Clean Energy and Climate Partnership 2030. Besides, he worked with World Bank and IMF in the backdrop of MDB Reforms and India’s G20 leadership in 2023. He travelled extensively in the USA for about 40000 miles by road in three years.

Dr Kota went to the USA after an intense federal fiscal assignment as Joint Secretary, Fifteenth Finance Commission, Ministry of Finance. Led the professional teams in fiscal analysis of all 28 states, and policies on Disaster Management, Air Pollution and third tier governance reforms.
