Dr. Vineet Joshi is a distinguished Indian Administrative Service (IAS) officer from the 1992 batch (Manipur cadre), currently serving as Secretary in the Department of Higher Education (DHE) under the Ministry of Education (MoE) since December 26, 2024. He was also given additional charge as Chairman of the University Grants Commission (UGC) on April 11, 2025 

Initial Roles: 

  • Started his IAS career in the Youth Affairs and Sports Department in Manipur.
  • Served as Private Secretary in the Ministry of Youth Affairs and Sports (1999), and later in the Ministry of Food Processing Industries (2000–2001)
  • Education Sector Leadership:
  • Twice appointed Chairman of CBSE (first in 2010, then again in 2022), where he introduced reforms like Continuous and Comprehensive Evaluation (CCE)
  •  Served as Director-General of the National Testing Agency (NTA), overseeing major entrance exams like JEE and NEET  Held the role of Additional Secretary in the Ministry of Education, contributing to policy development and implementation 
  • Chief Secretary of Manipur
  • Appointed in May 2023, shortly after ethnic violence erupted in the state.
  • Played a key role in governance and development during a challenging period
